Fair, Consistent and Evidence-based Joint Funding.
We’ve always believed that making Joint Funding arrangements with an ICB ought to be a lot easier than it is and this was the basis for designing JFunder.
We’d previously found Joint Funding tools to be ‘blunt’ instruments when it came to recommending a funding split to Social Workers and/or ICBs. They simply didn’t take the intensity / quantity of care and support into account when making a recommendation and so the result was often a recommendation which bore no resemblamence to the tasks being performed.
And we didn’t want to have to force the Social Worker to break down the care package into tasks and then define how they related to the limits defined in the Care Act (2014) since we could use our extensive care management, CHC and commissioning experience to set up an application which could provide a recommendation which was ‘good enough’.
JFunder uses the most recent CHC Assessment (the DST) as the basis for the recommendation and then requests additional details related to the care domains which reflect the person’s higher needs.
Using this, and details of past agreements the Local Authority and ICB have made, JFunder makes a recommendation to the user.
- JFunder uses details of your Joint Funding Policy to determine if there ought to be a recommendation (some Local Authorities require a ‘cut off’ where they only propose Joint Funding for larger percentages / amounts)
- JFunder uses details of FNC eligibility and determines if it is reasonable to conclude that the health needs are met within the FNC
- JFunder allows you to say that recommendations require management approval before being proposed to the ICB.
- JFunder allows the manager to adjust the proposal before it is sent to the ICB.
- JFunder allows the ICBs you work with to use it to say whether they wish to negotiate the proposal or accept it. This can save a great deal of time and expense in managing discussions / negotiations.
